Abstract
In this chapter we use a rational choice approach to analyze the effects of the COVID-19 pandemic on turnout in the 2020 Uruguayan subnational elections. We discuss how public health restrictions, risk perceptions, and local electoral dynamics shaped participation in a context of uncertainty and reduced mobilization.
